- Development of a public access municipal Web GIS application for
the Town of Gander, NL. On-going provision of Web Map Server services. www.GanderCanadaMap.com. (2010 - on-going).
- Lead Consultant on a project to review hardware, software and procedures used for the "Discover Cities" GIS data collection system used by NAVTEQ for world-wide field operations. NAVTEQ is a world leader in the provision of map data and content, such as for in-vehicle navigation systems. "Discover Cities" is an ESRI ArcPad application for GPS-enabled Windows Mobile devices such as hand-held PDAs. In partnership with Opus International of Fredericton, NB. (2009).
- Enhancements to the SmartBay.ca (Placentia Bay, NL) ocean observing system to enable OGC-Compliant Sensor Observation Services (SOS) for selected SmartBay buoys. Incorporation of these buoy observation services into the OPENIOOS.ORG Integrated Ocean Observing System Testbed. www.openioos.org. (2009).
- Enhancements to the SmartBay.ca (Placentia Bay, NL) website to allow access to custom weather forecasts and buoy condition reports using handheld devices such as web-enabled cellular telephones. www.SmartBay.ca. (2009).
- Development of an internal-use municipal Web GIS application, requiring secure login, for the Town of Gander, NL (pop: approx 10,000). Using MapGuide Open Source with mainly AutoCAD Map source data. This is a highly comprehensive municipal management application incorporating property ownership and buildings, above-ground and underground services infrastructure, base mapping, etc. with a variety of custom query and reporting tools. On-going provision of Web Map Server subscription services delivered from EITNL's GIS servers. (2009 - on-going).
- Development of an internal-use municipal Web GIS application, requiring secure login, for the Town of Conception Bay South, NL (pop: approx. 21,000). Using MapGuide Open Source with mainly ESRI Shape source data. In partnership with Geo-Matics Services Ltd. of Conception Bay South. This is a highly comprehensive municipal management application incorporating property ownership and buildings, above-ground and underground services infrastructure, landuse zoning, air photo imagery, base mapping, etc. with a variety of custom query and reporting tools. On-going provision of Web Map Server subscription services delivered from EITNL's GIS servers. (2009 - on-going).
- Lead Consultant on the development of the COINAtlantic web application for the Atlantic Coastal Zone Information Steering Committee (ACZISC); in partnership with developer D M Solutions Group of Ottawa, ON. The application allows the user to query the GeoConnections Discovery Portal (GDP) using various search criteria. Query returns that include OGC Web Map Service (WMS) Layer or Service links may displayed in a WMS map viewer which is embedded in the application (developed with DMSG Fusion, MapServer, other open source technologies). (2008 - 2009).
- Consultant to the Province of NL, Dept. Of Transportation and Works (NLTW) GIS implementation project; in partnership with Opus International of Fredericton, NB. Developed specifications and procedures for GPS data collection of asset inventory. Developed procedures and managed a pilot project to collect road feature inventory (2007). Filled interim position with NLTW as Acting Road Inventory Coordinator. Developed production application for road inventory data collection (ESRI ArcPad and Trimble DGPS). Developed training / procedures materials and assisted in province-wide training of NLTW staff. Provided support for province-wide data collection implementation and delivery. (2006 - 2009).
- Development of a public Web GIS application for the Eastern School District of NL (ESDNL) (using MapGuide Open Source), in partnership with Geo-Matics Services Ltd. of Conception Bay South. This application assists the public and staff in locating schools and linking student addresses to assigned schools for all grade levels. ESDNL administers 122 schools servicing approximately 44,000 students. EITNL provides on-going of Web Map Server services. ESDNL Maps Link. (2007 - on-going)
- Development of a public municipal Web GIS application for the Town of Conception Bay South, NL (using MapGuide Open Source), in partnership with Geo-Matics Services Ltd. of Conception Bay South. On-going provision of Web Map Server services. www.CBSmaps.ca. (2006 - on-going).
- Development of public and private Web GIS applications for the Province of NL, Electoral Districts Boundaries Commission (using MapGuide Open Source). On-going Web Map Server services and system maintenance.(2006).
- Development of a public web information portal for Placentia Bay, NL, www.SmartBay.ca, employing a variety of data and information sources, including real-time marine meteorological and hydrographic information, various web-mapping applications (using Autodesk MapGuide, MapServer, Chameleon) and OGC-compliant web mapping services. EITNL is part of a multi-organization project team led by the School of Ocean Technology, Marine Institute of Memorial University (formerly CCMC) of St. John's, NL. (2005 - on-going).
- Deployment and on-going management of Web Mapping servers (open source Apache and MS IIS) and development of various public Internet GIS applications (including an OGC WMS Map Viewer) on behalf of the Province of NL. (GIS Software: Autodesk MapGuide, ESRI, MapServer, Chameleon, ER Mapper Image Web Server). www.MapsNL.ca. (2005 - on-going).
- GIS consulting studies and implementation recommendations for the City Of Mount Pearl, NL. (2002 & 2004).
- Consultant to the Province of NL, Surveys and Mapping Division (SMD), for the "Connecting & Sharing" project, enabling Internet delivery of OGC-compliant Web Mapping Services for various GIS datasets. Implementation and maintenance of an OGC-compliant webserver at the EITNL office for continuing OGC service development (Caris Spatial Fusion). Deployment and continuing maintenance of SMD Web Mapping Viewer (OGC WMS) Application development server. (2002 - on-going).
- Scanning, rectification and mosaic creation (using E R Mapper) of archival aerial photography dating back to 1951 for the City of Mount Pearl, NL. (2003 - 2005).
- Rectification (using E R Mapper) of high resolution (70 cm) panchromatic satellite imagery (QuickBird) for the City of St. John's, NL. Coverage area was approximately 500 Sq Kms (2003).
- Design and delivery of a comprehensive GIS training course for Land Survey Inspectors for the Province of NL, Dept. of Government Services and Lands, Crown Lands Administration Division. This entailed 100 hours of in-class training, development of custom training materials and trainee evaluation. Software included Caris, ESRI and various MS Windows applications (2003).
- Consultant (part of a two-firm team) on a project to develop Corporate Linear Referencing Standards and Location Data Standards for the Province of NL, Dept. of Works, Services and Transportation departmental GIS. The project also included the development of maintenance strategies and implementation recommendations (2002 - 2003).
- Consultant to the Province of NL, Surveys and Mapping Division (SMD) on a project to enable various Administrative Boundary GIS datasets for Internet delivery. The work included prototyping, preparation of project specifications, assistance with preparation of RFPs and assistance with project management (2001 - 2002).
- Consultant to the Province of NL, Surveys and Mapping Division (SMD) on two digital orthophoto/mapping projects in north-central Newfoundland. This included development of contract specifications, development of RFPs, assistance with project design, technical prototyping and digital orthophoto production (using E R Mapper). The project also included a number of presentations to potential project partners and end-user groups (2000 - 2002).
- Project Manager (leading a four-firm team) on a project to design and create a Transportation GIS prototype for the Province of NL, Dept. of Works, Services and Transportation. Using ESRI ARC/INFO and ArcView software (2000 - 2001).
- Consultant to the Province of NL, Surveys and Mapping Division (SMD). Working closely with the Director, this work has included preparation of RFPs; preparation of successful GeoConnections funding proposals and related activities; preparation of departmental strategic planning documents; development and delivery of information sessions and workshops; and technical geomatics consulting (2000 - on-going).
- Consultant to a St. John's-based firm engaged in the digital conversion of housing project maps for the Newfoundland and Labrador Housing Corporation (NLHC). EITNL's role was specifically to map property boundaries for the various sites; incorporating some 300+ survey plans. Currently the data is being compiled in AutoCAD format for future development of a GIS (2000 - 2001).
- Digital mapping and attribute database work to convert paper records to digital format for integration into the Province of NL, Aquaculture Site Management GIS ("AquaGIS"). The client was the Canadian Coast Guard and work was completed for about 110 sites. Applications software included ArcView, AutoCAD and MS Access (1999). Further work in 2000 (client: Xwave Solutions, for the NL Dept. of Fisheries and Agrifoods, Aquaculture Division) to perform a comprehensive file review of all hard-copy records in the Aquaculture Registry, with supporting Crown Lands Registry research, resulting in the digital mapping of some 200 additional items for the AquaGIS.
- Course design, development of a training manual and course delivery of a GIS training program for the Province of NL, Dept. of Government Services & Lands, Crown Lands Administration Division. This was for a CARIS-based digital mapping and cadastral information GIS. The course was delivered 15 times to a total of about 90 Government Services and Lands trainees, both management and staff (1998 - 1999). This work was continued in 2000 with the delivery of five 3-day Level II training sessions geared to advanced system applications and support.
- Consultant to a St. John's-based firm engaged in the digital conversion of Province of NL Crown Lands cadastral mapping for integration into the NL Crown Lands Administration GIS. Consulting areas included Geographic Information Systems (GIS), the attribute database management system, digital mapping procedures and Quality Assurance / Quality Control. Applications software included CARIS, MS Access and AutoCAD (1999).
- Delivery of several CARIS GIS training courses (both Introductory and Advanced level) for various Newfoundland and Labrador Government departments. On behalf of CARIS (formerly: Universal Systems Limited) of Fredericton, NB (1997-1999).
- Course administration and training (primarily CARIS and ARC/INFO) for a Geographic Information Systems (GIS) Technician Diploma program at the College of the North Atlantic, St. John's, NL (1997 - 1998). Also for CONA: design and delivery of evening training courses in GIS (various software, 1997); delivery of a Visual Basic course for Surveying Technology students (1999).
- AutoLISP programming, AutoCAD plot routine development and client training for processing of Atlantic Canada regional bathymetric survey data for a seafood products company (Clearwater Fine Foods)(1998).
